When they write in the application: “web designer”, then who are we talking about?

Is it possible to immediately understand without clarifying questions what the customer means by the words web designer: does he need only the graphic part or does he need the full design and development of the site / web application along with the code (full-stack)?
Perhaps this phrase has some particular established meaning. Because, for example, our web designer is a person who draws UI / UX, and, as much as possible, typesets this business. What about them?

It turns out some kind of man-orchestra: he draws, and technically he can do everything, but this is unrealistic (there are such unique ones, but still it is not very common for one person to do everything)

everyone can have their own idea. some actually need an artist, others - practically a programmer. need to check with the employer
