When the computer is returned to its original state on windows 10, the computer restarts and the language selection is displayed, but I cannot choose because the mouse does not respond, only when pressed, the laser from the bottom of the mouse blinks. I checked everything in the BIOS, Legacy USB Support -Enabled. What else could be wrong?

Is the keyboard not working? Press the keys, and when the system boots, the mouse may work.

What computer? What keyboard/mouse? USB? What ports? USB 3?
Plug into USB 2.
Try to find / connect PS / 2 - they will definitely work.
