Why are the ports not opening?

So. It costs Windows 10. I have a white IP address, the ports are not blocked by the provider. I turned off the firewall, I don’t have antiviruses (if only the standard one, but I turned it off). What can be wrong?
I forgot to clarify, port 80 is open and a person can connect to it.

A port is just a number.
An open port is a port that someone is listening on.
The port is closed when no one is listening, or when a firewall specifically blocks it.
