When reinstalling Windows, does it make sense to format all drives, and not just the one with the OS?

Hello.

Here I ran into an interesting problem , it is very popular abroad, many of the first results are related to my headset.

It was not possible to fix the problem, you will have to reinstall Windows 10. I have 4 disks:
-ssd for 250 for OS, firewood, and software for
hardware -ssd for 1tb for heavy programs and games
-2 * wd black for 1TB, one for small software and plot games, the second for files (they look there and all the default folders of the explorer - Downloads, Desktop, etc., and in fact everything that gets on the PC is stored there).

As I understand it, because of the love of prog to the registry, ssd and hdd with prog cannot be formatted
But the HDD with files, if not formatted, will it somehow affect the speed?

I'm almost sure not, for such disks it is enough to defragment from time to time, but suddenly I don't know something else about Windows.
PS - there are no additional sections on it.

Strange logic. Why format something?
But the HDD with files, if not formatted, will it somehow affect the speed?

No, it won't. Perform Disk Optimization with the built-in program and don't worry.

I still had to format it.
Almost all the programs met as if for the 1st time, I decided that it’s better to put it clean again
But I didn’t touch the HDD with files (+ slave table, etc.) - everything plows fine
