Recover mysql data from linux filesystem?

The hard disk is damaged, the OS system does not start, connected the hard disk to the Linux OS system ubuntu (Mounted) restored all files, archives, but still need to restore the mysql databases from the linux file system. is it possible?

Yes, of course it's possible. Take the files from /var/lib/mysql and put them in the same directory on a virtual machine with an identical version of mysql (well, OS bitness, of course), restart mysql and get a working database. Then make a data dump and fill it where you need it.
If the files are not damaged, then it will take off immediately, if some of the data files are broken, then it is a little more difficult.
