When migrating from one CMS to another framework, user passwords will be lost. How is it usually done?

Since passwords are stored in encrypted form, and in another framework there is a fundamentally different method of hashing passwords, they will be lost. How best to explain this to users? Send new passwords? Or let them restore themselves?

In normal frameworks, you can specify the chain along which passwords are hashed.
If this is not the case, then links are sent to the user to update the password
