And why did you decide that they are generally stored in an encoded form? For example, if I wrote total commander.... I would not save the encoded passwords themselves, but only their hash sums + salt. And what kind of encryption algorithm I would choose is a secondary question)

The encryption algorithm is not burned anywhere, and in the TK configs only a set of characters is stored, _like_ a check-sum. You can easily find a number of small utilities for opening such passwords on Google, which indicates the absence of a salt and a strong key. The TC itself in the appropriate places warns about the need to look after its configs
