There are two types of sanctions in Google: manual and automatic.
Manual ones (for example, for spam in microdata) are imposed by assessors and can be viewed in the "Manual Actions" section in the SearchConsole.
In the case of automatic sanctions, everything is more complicated. Google has updates that are sanctioned, and you can see them on services such as Barracuda and Seolib . When sanctions are imposed, you will notice after which of the updates the traffic decreased.
There is also a zariance.com pluginfor chrome, which doesn't collect personal information, and just overlays Google's core algorithm updates on top of your google analytics data.
