Backlinks at the drop: redirect to the main page or restoration?

The first time I decided to work with drops.
The situation - there is a drop with backlinks. Backlinks are different - both very good and so-so, garbage (like comments). Good backlinks, I decided to restore the url (i.e. there is a backlink on мойсайт.ком/страница-раз, I /страница-разraise it again, with my content). And what to do with the secondary ones?
For example, there is a secondary link to мойсайт.ком/страница-два, which is better:
1. raise /страница-два, but don't bother with the content
2. redirect /страница-дваto the main / other necessary page.

I would not even restore the pages, but would simply collect a list of links to which they link, and put redirects to the main
