What to use to save all sorts of manuals?

Here, sometimes you look for information on how to do some thing on the Internet, for example, write how to set up a server, how to properly implement some function, etc., you find it, you do it - everything works. And then in a year the same thing will be needed again, but I have already forgotten how I did it. Yes, you can dig into the old code, but sometimes there are a lot of files and you don’t remember exactly where and in general it didn’t get into the final version at that time and lies somewhere in old copies and try to find it. At the same time, something is no longer on the go on the Internet. Then, of course, you understand, but it takes more time than it could be.
What you need: some program or service in which you can save manuals. Not just links, because links sometimes die. And not only text is desirable, because, although not often, it is sometimes necessary with images. Those. I would like to store a copy of the HTML. Well, you can, of course, just create a directory and save copies with the browser, but I wanted something more convenient, in the form of some kind of program, where there would be a list with descriptions, and inside the content itself.
It is better if it is not a service, but a program (because services do not last forever), but in the absence of a better one, a service is also possible. If it's a program, then it must be a cross-platform. not always on the same computer. It is desirable that the database can be stored simultaneously on the localhost and in the cloud, like this, for example, with KeePass
What I have already tried:
MyTetra - suitable in terms of functionality, of the shortcomings, the interface is vyviglazny and synchronization is made in the form of a line in which you need to enter the command, i.e. in fact, it is by external means and does not have its own
CherryTree - it fits the functionality, the human interface, but there is no synchronization at all
QOwnNotes - does not support inserting images into text
Polar Bookshelf - saves web pages as PDF cool, but that's all, there are no ordinary text notes
Joplin - does not support inserting images into the text
Tabsbook - it generally saves only links, not the
Zim Desktop Wiki pages themselves - you can insert images, but one by one from the file system, you can’t just select everything you need on the site and insert it, I didn’t find synchronization
