What other tagged note-taking software are there besides Evernote, Wunderlist, and One note?

Program criteria:
1) To be able to synchronize the desktop version of the application with the mobile (iOS) WITHOUT using the Internet. I read about Evernote and some other similar applications and I understand that in each case there is a considerable risk that someone can hack and see my notes or even do it without hacking, ala "Big brother whatching you" and FBI, in general, you you know what I mean). It's just a little uncomfortable when you know that others can see your data. But those times when synchronization can be done without using the Internet probably will not return.
2) You need to be able to use this program without connecting to the network.
3) You can put tags.

The solution will not work for you, but in the subject, maybe it will come in handy for someone:
under Windows (only, therefore, I don’t use it myself, otherwise there would be no price) there is citaNotes. a great thing, there are tags, a free version (there is no synchronization in it, it is solved with a dropbox or a crutch, because everything is stored in sqlite) I
supplement. Found Zim for myself. Lives both under Windows and under tench, tagging works fine, quite pleasant. he solved all my problems

The best option is to keep everything in your head.
Any other is no longer safe.
Think about whether it's worth trying to protect yourself from something you can't...
Maybe QR codes? ;)
