What to read about PCB layout in programs like Eagle?

Preferably in Russian and preferably for those who have seen such software only from afar and are not familiar with the general principles (how track widths, distance, hole diameters are determined, what size of resistors and capacitors to take, and so on).

You can start with www.easyelectronics.ru. I usually start developing a board after choosing the right components in the right cases.
It is clear that the sizes of resistors and capacitors are determined by the requirements of the circuit, and not by the board - if the circuit needs a 2W resistor, if you please, put 2W.
That is, the order is this (I use KiCad): Drawing up a diagram, a connectivity test (checking that everything that should be powered according to the circuit is powered), assigning components (this automatically leads to the fact that the necessary 3D models are loaded, or at least , dimensional masks), then placement and wiring (automatically or manually).
Regarding the size of the tracks, this is also determined by the scheme and production requirements.
