What to do so that Windows 10 does not write: "error opening file for writing"?

The installer does not allow the program to be installed. I chose the installation and from under the account, it still writes:

For security reasons, I somehow changed the Windows settings so that the system began to restrict writing / changing files on the system disk. I can only create a folder in it, and in a folder, for example, a text document. I can change/save this text document, but if I create the same text document on the desktop, I write:

Only folders can be created in system folders, nothing else is offered.
If, for example, I want to save an image from a paint to the system disk, then in this case it gives out:

Well, very in vain. Return the rights to yourself at least to your folder with inheritance c:\users\lenovo
