How to allow a normal user to end any processes of any users on Windows Server 2008 R2 through group policies?

Greetings.
How to give a certain user, without giving admin rights, the ability to "Display processes of all users" in the task manager and cut them down? Windows Server 2008 R2.

1. in general - give admin rights
2. run processes that the user must kill on behalf of this user.

1. Make a scheduler that will kill the processes you need.
2. Give your programmer permission to run this scheduler, or make it run automatically at a given time.
