What to do if USB ports do not see devices, and “Unknown USB Device” appears in Device Manager?

Hello. I ask you to help deal with the problem: I
recently connected a USB fan to my laptop, cooled down a bit and turned it off. Immediately after that, all USB ports stopped seeing any devices connected to them.
In the "Device Manager" now, in addition to Hubs, host controllers and USB hubs, there are two new devices marked "Unknown USB device (device descriptor request failed)" with error code 43, which are not removed even if nothing is connected not one port.
If I plug this fan back in, then there is a connection sound and it works, but all other devices, be it mice, usb memory cards or printers, the computer does not see them.
Tell me, how can I solve this problem?

Either the fuse on the port worked / burned out, or there was a problem with the power supply, or the chip of that (absolutely or temporarily).
Allow all components of the board to cool in the off state, turn it on and check.
