What to do if the server is not available from separate networks?

There is a server hosted by HostWay.
Currently, there is a problem with access for individual clients (from different countries), while other clients (also from different regions) can work normally with the server.
The hoster answers all questions that everything is fine with them.
Local providers answer that this is a hoster's problem.

What is the best course of action to take in this case?

The same problem with Majordomo's hosting, it does not see one server provider in the subnet. Tracing from Majordomo to the subnet shows that the provider has a problem, the provider is silent, 2 clients have already left this provider, because The technician can't figure it out.

tracepath look up to clients, the problem is probably in MTU + filtered ICMP.
