What to choose: desktop or server for a small office?

We need a server in a small office for the simplest tasks:
1) Domain controller (about 30 working hours)
2) file server
3) mail server
The budget is limited (attention!) 30 tr. .
The questions are:
1) server or desktop?
2) if the server is prefabricated or ready?
3) what is the configuration?

For this money, only self-collection will turn out:
- mother on socket 1150 = 5-6t.r.
- core i5 = 10t.r.
- DDR3 2*4GB = 4t.r.
- minitower case = 3-4t.r.
- disk Hitachi Ultrastar 2TB = 6t.r.
- power supply = 2-3t.r.
Prices looked at Walmart. Obviously, in rubles they are now growing every day.
For the future, you should keep in mind:
- a second disk for backups (the sooner the better)
- an increase in RAM from 8 to 12-24 gigabytes (may be required quite quickly)
- SSD for caching
The importance of virtual machines has already been mentioned above.
Only the hypervisor should be installed directly on the server.

More memory, better power supply, processor on a residual basis.
Run everything in virtual machines, on the server itself there is only a hypervisor. No AD, VPN, etc. In the event of a failure, the work can be easily restored on the first available computer.
