What technology to choose to create a web interface for managing a windows 2016 server?

Because of my conviction that any technology will work perfectly in the hands of a professional, I ran into the problem of what, from technical considerations, launch speed and support cost, would be better for creating a web interface for managing windows 2016 servers. I know about azure pack, but it seemed very difficult to start.
In my view, server 1 is a web site that sends requests, most likely in json format, to windows server 2, which processes them and sends commands to servers via powershell.
If you can still somehow decide on the 1st server, then on the 2nd it can be asp.net, php, python, nodejs. Can you advise something.

The web site will live on what? If on Windows, then why do you need a second windows server?
You can immediately execute remote powershell commands from the first windows server with the site.
