What technologies, libraries and languages are currently used to develop websites?

I want to implement something like this
. Is there a ready site for ordering photo souvenirs?
My level now is well-forgotten html and a bit of c#, for the console.
What is being used now? What is easier to master in a short time and what is easier to implement all the functionality from that question + preferably automatic processing (minimum: mirroring and fitting to the ordered size)?

the stack of technologies for the web is so diverse that you can write an answer to your question for a week.
Know c# - write in c#. There is mono if you don't want to pay for a windows server... Well, or java (closer to c#) or any other programming language. Image processing is not specifically related to the web, there are enough tutorials here.

For this task, and with your knowledge, you need to look towards a ready-made CMS, it is also possible to use a ready-made theme.
I would advise you to use any of the popular CMS , put a ready-made theme, slightly changing it. For reliability, read about how to secure the site as much as possible (just google it) and not use various gadgets in the form of clumsy plugins, which are most often the causes of security holes.
And to focus, given that there are a lot of such sites, on website promotion and good service.
And only then, if there is an exhaust, work towards improving the site, providing all sorts of services on it, such as online designers, which can cost money when developed on the side.
