What task to use for development with a long chain?

Hello!
What you need is a variety of chains:

  • Task definition - TOR - Design - Acceptance by the director - TOR - Layout - Accept by the designer - Development - Testing - Acceptance by the head - Release - Review by the director
  • Task definition - TOR - Development of the Backend - Development of the Front - Testing - Release - Acceptance by the customer(s) of the task

And the life cycles of the task can be a couple of different
ones A team of 20 people and 5 projects
Which task is more suitable for all these cases so that the manager does not follow the chain.
In fact, each stage has its own responsible - so that they see all the tasks that suit them and take them into work and transfer them earlier.
I also want to see time tracking and Gantt charts
Convenient prioritization like in Trello. And boards for each employee to change priorities.
Additionally, integration with gitlab would be great.
To see "blocking" employees who have a lot of pending tasks - to resume processes
What do you advise?
What plugins for Jira (in the cloud)?
  • I like Trello for its simplicity and convenience - but I want more
  • Redmine - for its antiquity and lack of convenience in the form of drag-n-drop and image clipboard paste and preview. I find it difficult to edit. And he has a plugin-hell as a problem, as there are no good plugins once and he has shortchanged - and all the normal ones are paid. Do you recommend something?
  • Jira?
  • DaPulse? - expensive

What else?

In Jira, this can be configured using built-in features. In addition to Gantt, it is available as a plugin.
