Is a starter license for Atlassian products enough for a team of 4-5 people?

We are going to switch to the full Atlassian product stack in connection with the launch of a new project that will require a more serious approach to development.
We plan to host all products on our servers (mandatory requirement)
The question arises:
Will there be enough starter licenses for jira + bitbucket + hipchat for a team of 4-5 people?
Will a starter license for bamboo suffice? (this question is of most concern)
