What system of interaction with the customer to choose when developing and maintaining the site?

We need a system of interaction with the customer for whom the site is being developed (for making changes) and the creation of tasks with the support of the site. I don’t know what to choose - a bug tracker, a ticket system, a project management system or something else.
Requirements: -free
-nice
human design
-comments to tickets/tasks -possibility to
attach several files
-password access for the customer to his project (i.e. personal account, closed from outsiders)
Preferably
-installed on your own hosting
-php
-Russian interface Tried
-HESK
- suitable for everyone except for the lack of a personal account for the client
-mantis - disgusting appearance, too harsh interface and terminology for clients
-osTicket - also did not find the possibility of a personal account for the user

For such tasks, a project management system should be used.
If you want something good, then try Megaplan ( old or new ) or Basecamp (though in English). If a free solution is required, then Bitrix24 .
