Is it reasonable from the point of view of promotion to combine information from two sites into one?

The first site has a lot of information, articles, the TIC is high, traffic is also there, there is no advertising, it does not bring income. On the first site, on the main page, there are buttons "login" and "registration", which lead to the second site, where the online store with information services is located. The second site is not indexed, since there is only a personal account with a password, but people sit there for a long time.
Initially, everything was on the first site, six months ago the project was divided into two sites in order to separate services from everything superfluous. Now, according to the statistics of the metric, the depth of views in general is falling because of this (from 4 to 2 pages), which is not encouraging. Does Yandex consider it a failure if a user, having entered the first site, immediately clicks on the "login" button and leaves the first site? Those. Is there a risk that the first site turns into a kind of shell (gateway)?
Out of 100 visitors, 70 leave within the first 30 seconds, 12 of them go to the personal account on the second site.

Yes, Yandex considers it a failure when the user goes to the second site. Accordingly, the depth of views decreases. Isn't it easier to combine two sites into one?
