What software/service can be used to group the GEOIP database?

There is a GEOIP base. There are 65,789 subnets in the RU zone.

Many subnets follow each other.
Example:

41.192.140.0/23
41.192.142.0/24
41.192.143.0/25
41.192.143.128/26
41.192.143.192/27
41.192.143.224/28
41.192.143.240/29
41.192.143.248/30
41.192.143.252/31
41.192.143.254/32
41.192.144.1/32
41.192.144.2/31
41.192.144.4/30
41.192.144.8/29

This list can be grouped into 41.192.140.0 - 41.192.144.15.

I need to group (add) subnet IPs so that instead of 65,789 entries, I get a small list of IPs.

I couldn't find a single IP grouping (or addition) service on Google.

Advise software or library that can combine IP subnets?
