javascript (canvas / svg for drawing elements, but it's up to you to base the logic on) for the client and something for the server (php / ruby / python). Well, you need at least some experience in this area (without having an idea about the process of designing interfaces, prototyping them, I think it will be difficult to create a normal service for this).
