What software allows you to apply callouts and dimensions to an image?

Hello.
What kind of software is there, like paint, without any brushes and other "artistic" utensils, but which would allow you to put callouts, dimensional chains, symbols right on the picture (as paint does)? Offline.
I do not mean "photoshops" and "chandeliers", where these callouts can be drawn by hand, but rather quickly and with the help of tools that are specifically designed for this (like how it is done in cad software).
