Get a notification from a program in windows?

There is a program, at a certain moment, it sends a notification to the user.
The notification is accompanied by a small beep and a flashing program icon in the start menu.
Can I use any additional tools to make the notification more visible?

If you fix the tray icon, then you can track the change in the color of a pixel at a specific coordinate using a scripting language ( Autoit , Autohotkey, Python) with an interval of, say, 0.5 s.
If the color has changed - launch something more visible, even a full-screen window, even a siren).
