and why do you need it? does your registrar have a small screen or what? Most often you can't. Only if you have not bought some very cunning Chinese model that can do everything. But only once. Although I looked at irs.ua/irs registrars here, these registrars can be connected as a USB-Camera to a computer. But still, this is all individual and requires clarification.

"through a cable" (USB?) the video stream is not transmitted = it is impossible, in the general case. In your particular case, it may and may be possible, but without details, this is fortune-telling on the coffee grounds.

It is forbidden.
If the registrar has a LAN, then it is possible, but with reservations for each manufacturer and definitely not a phone.

If we are talking about a car DVR, then it is possible - some models can be connected as a USB-Camera to a computer. If we are talking about a DVR of security cameras - then no - there usb only works for connecting flash drives (HDD) and a mouse.

Not possible (in most cases). The DVR (if we are talking about automobiles) either work in the registrar mode or in the webcam mode. In the latter case, it may be possible to watch the image from the registrar, but it will not be recorded. Let me guess, screenless DVR, BlackBox?
