1. site.ru/moskva/article/ - the city is present in the url, the city is displayed in the header
   
2. site.ru/article/ - there is no city on the way, but the city selection block and the selected city are displayed in the header
   

If you choose the first option, then you need to write articles for each city for the same product, in the second case you do not need to do this, but what is better for search engines?
