Hello. In recent months, the site began to fall in the search engines. Smoothly, slowly but surely. Today I discovered that a lot of links lead to it, which are located in blogspot or livejournal where instead of normal text, just a set of words with some of the keywords of my site. In most cases, this is not a link, but an inserted image from my site.
I have already collected all the blog links and sent them to the google console so that google does not take into account these links (I hope it helps). BUT, Yandex does not provide such an opportunity. Plus, the process of removing these links from the Google index is very long, up to several months, and links appear every day in several pieces.
I found this way to disable access to images, but I don't think it will help because the link is still on the site. The image will simply not be displayed ...

Tell me, is there any effective way to deal with this?

Setting up hotlinks won't help. you wrote correctly - the link will remain, and this is enough for indexing and transferring weight with all the "charms".
Sending to Google's "Reject Links" service is not at all a fact that will help, but it must be done.
You can write to Yandex support and provide an evidence base that the site is falling precisely because of the links and ask them what to do so that it does not fall in Yandex. The fact that the site crashes due to spam links is Yandex's cant, let them offer a solution. But this is what I wrote to you, but you need to communicate with support as respectfully as possible and competently let them down for the shortcomings of their system, somewhere "turn on the fool", but gently and persistently seek a clear answer from them with specific actions. And not unsubscribes like "develop the site." If they write something like "we fixed everything, now everything will be fine", ask what date everything will be fine, seek specifics. And if everything is not fine after this number, open the ticket again so that the correspondence is saved and squeeze these guys. It's long and tedious, but it has to be done.
Preventive measures against link spam - developing a good link profile. In this case, spammy links will have less effect, but they will still be there.
How to build a link profile:

• purchase of links from trust domains (by check-trust and Ashefs). When selecting donor sites, pay attention not only to the indicators of the main donor, but to the indicators of the page from which you will receive the link, this is important!!

If spam links contain adult anchors (for example, with advertisements for pussy creams), then prepare in parallel the domain to which the site can move, in case the previous points did not help.
