There is no norm.
Projects are different and depending on the team, the stack used, tools, tasks, technical debt, and the developer himself, the speed will vary greatly, so you need to analyze specific cases.
There is an abstract metric: 50 lines per hour and 4 hours of coding per day.
Well, one more metric: there should be some progress between two daily rallies

In other words, you asked the wrong question. You need to ask: "How high skill should a programmer have?" Well, the answer is quite obvious: high for what, how much compared to what and to whom it owes.
