What service would you recommend for sending/collecting PUSH notifications for a website?

The push-mailer that was used before was bent. And the question of a new service arose. I look towards Onesignal, but maybe someone else will advise something?
It is important that you can:
- make personalized subscriptions and mailings, for example:
- one subscription text pops up on certain pages of the site
- a second subscription text pops up on other pages.
- we can do mailing regarding the segmentation of these lists
- As well as unloading/loading the base of subscribers from the service and into it, for example, re-subscribing from the old one.
