What's going on with the line between Russia and the US?

Dear connoisseurs of cables and providers, can anyone tell me what to do with international VoIP between the USA and Russia? For the last three weeks, it has been almost impossible to get through to various cities except Moscow.
Providers have changed 4 times. Even such big players as Sprint and At&T cannot get through to Perm, for example.
One person from the support service once said that the intercontinental cable was naughty, but after that he fell silent and did not develop the topic further.
Does anyone know what is really going on? Why did most of the cities in Russia "fell down" in terms of IP telephony?

IP telephony is one of the most demanding protocol in terms of channel stability. There, and retransmits are really impossible.
And there is an ass, in a word. When something breaks, they fix it for a week or two. Breaking has become more frequent - do not have time.

You say that as if there is one line between the USA and Russia. On the other hand, the same channels go to the regions and Moscow, so if you call Moscow but not Perm, the problem is somewhere between Moscow and the regions.

Maybe the problem is with your VOIP provider?
I don’t see a single problem “in most cities of the Russian Federation” at all
(for business we use a quality operator at a reasonable price).
