What programs are best suited for drawing sci fi textures?

I am developing games on unity (I have nothing public). Previously, as in other things, and now I downloaded textures from the Internet. And now I want to learn how to draw them myself. Please advise normal programs for drawing textures. I'm mainly interested in sci fi topics.

Any full-featured graphics editor. Though Photoshop, even GIMP. If, at the same time, you do not know how to use them, there will be zero sense anyway. And if you learn - you can draw anything.
