Flat Ribbon UI tools (Office 2013)?

Prompt tools for creating UI in flat Ribbon style (Office 2013). This style got me hooked. I know that devexpress vcl elements can, but for my non-commercial projects it's expensive.

c++, Pascal (RadStudio), in principle, it doesn't matter, the means are not as important as the passion for obtaining the desired result. The only condition is that it must be fast. The program must be predictable and responsive, i.e. the action should generate an immediate response, not a request to wait just a little bit longer.
