How to design the main page of the question-answer service?

In my free time, I do a small Q&A service. The project is homemade, was born in the process of getting to know the backend service (BaaS) Parse.com . At first I just experimented, then it dragged on and, for the last couple of months, in the evenings, I finished it consciously, like a Q&A service.
Having more or less cleaned up the internal pages of the site, I encountered a lack (rather, a complete absence) of skills in the field of UX, usability and landing page design. Now the main page displays a plate with a pseudo-motivator and a list of popular hashtags. I understand that this is not the case and the design of the home page should be given more attention.
Below I will describe my thoughts about where I plan to move. I would be very grateful for advice and constructive criticism from experts.
Thinking about the main piece, the first thing I looked at were the welcome pages of most of the most common social networks. This brought practically no result - most of these social networks, due to their eminence, simply offer to register, without bothering with abundant explanations in the spirit of "who we are and what we can offer." For a mini-project, this approach, in my opinion, is not suitable.
Making the second approach, I ran through all foreign Q&A services from the Wikipedia list . These studies, alas, also did not bring any special result - foreign question-answer services either copy the style of social networks (giving a minimum of information on the main page), or display some "top" questions, formed according to some of their own internal criteria.
Rested. Walked. I read it on the landing page. Most of the materials in this area describe cases and make recommendations not for social network projects, but for commercial sites, trying to increase conversion. After digesting what I read and thinking about the structure of the main page, I plan to display the following blocks:
0. Top navigation bar with "logo" and "login"/"registration" buttons. There's nothing special here.
1. Die in the entire width of the screen(similar to the one that already exists), with words motivating to register. Already on this element there were problems. Below the motivating words, you can display a button like "come to us!" (registration), you can show the registration form (bypassing one click), or you can offer the user to search for something on the service (respectively, displaying the search string within the site). What's better? It's a mystery to me.
2. A list of interesting questions that can get on the main page both manually and automatically. In the first case, it is necessary to perform, in fact, editorial work and there is a high probability of missing (due to subjective assessment) really interesting questions. In the second case, there is a chance of dropping out on the "home page" questions that are not at all suitable for this.
3.users or popular (trending?) hashtags . This raises the question of how interesting this is at all to a user who, not only is not registered on the service, but also understands its meaning with difficulty.
To what extent, in your opinion, fellow professionals, is such a list of blocks on the main page of the Q&A service appropriate? Something is missing? Something extra?

Personally, I really liked the interface of the Google Q&A service. Perhaps you will find a couple of ideas for yourself from it.
