Where is the best place to look for a GUI/UX specialist?

Subject. There were thoughts about a public competition. Ready to assign a prize, hold. But there is an opinion that this is not the best way. It is hard to believe in a resume, in the search for the HH format and next to it - too. Where better to look for talented interface architects who can quickly prototype what no one has done before. And how can you attract "talented interface architects"? What is the "innovation" of your OS?
IMHO, lay out your TK for everyone to see, mb who will be interested. Prize is not needed. Inspire people with an idea.

If you do not believe in any resume or other "classics" - only communication after the preliminary selection.
As an option, "here is the task, what solutions do you see?"
A good designer (or at least an experienced one) will immediately offer a couple of ways to organize the interface, after questions-clarifications that "this is not suitable" you will more or less understand how the resume corresponds to a person.

Freelance, personal meetings, acquaintances. In general, a very ambiguous question. in our country there is no such profession and it is not officially taught. If you are looking for a frontend programmer, you yourself understand what the interface will be like, if you are looking for a designer, then they usually deal with UI and they don’t really understand it, so in your case, a bunch of UI designer and analyst was ideal. Or a UI designer with great enthusiasm and first-class analytical data. HH is unlikely to help you, I recommend looking on specialized portals where similar people can discuss such issues. If that I am engaged in UI, so you can ask questions of interest on this topic.

With such a formulation of the question - only an assessment of the portfolio.
Freelancing-HH is already really unrepresentative.
Plus, normal specialists are usually busy with work and cost decently.
