IMHO, lay out your TK for everyone to see, mb who will be interested. Prize is not needed. Inspire people with an idea.

A good designer (or at least an experienced one) will immediately offer a couple of ways to organize the interface, after questions-clarifications that "this is not suitable" you will more or less understand how the resume corresponds to a person.

Freelance, personal meetings, acquaintances. In general, a very ambiguous question. in our country there is no such profession and it is not officially taught. If you are looking for a frontend programmer, you yourself understand what the interface will be like, if you are looking for a designer, then they usually deal with UI and they don’t really understand it, so in your case, a bunch of UI designer and analyst was ideal. Or a UI designer with great enthusiasm and first-class analytical data. HH is unlikely to help you, I recommend looking on specialized portals where similar people can discuss such issues.
