What program can multi clipboard with saving?

I'm looking for a program, or at least the name of a category of such programs. Should work under Windows. In it, you can create any folders/bookmarks in which detailed messages with headers are created. When you select such a message, it is copied to the clipboard and / or immediately copied to chat, skype, telegram. Some helper. Can be used by support operators.

CLCL - I use, for example, directly on the toaster, constantly inserting the same tips:
It has a save file that can be transferred without any problems at all, you can synchronize it between computers.
and other programs "alternative clipboard" - good, not so much (on the fingers of one hand)
