What prevents Effector saver 3 from uploading?

Effector saver 3 constantly rests on the exclusive lock of the base. Changing the upload creation time doesn't help. But if immediately, after an unsuccessful attempt to start the same task by hand (by pressing Run Now), then the problem disappears. For half a year it worked fine, I tried to upgrade to a newer version, it did not help.
MSSQL makes backups of the database without any objections, maybe someone has already encountered a similar problem?
PS: 1s programmer needs an upload created by 1s tools.

In general, the 1C programmer went on vacation and after about 2 weeks the work was restored.
Now we sit and wonder why.
