Why do you need a laptop (you need something that would be enough for at least 5 years without lags and glitches in performance):
1. JetBrains PhpStorm (deploy, gulp, 2-3 windows (projects) can be launched at the same time)
2. Avocode and photoshop (psd can be about 100 meters)
3. 20-50 tab browser.
3. Other small programs, windows
All this should be running at the same time and not lag.
Budget: +- 400 USD
Maybe you already use a similar load, what kind of laptop do you have? The main thing is that there are no lags, that everything would be smart.

I immediately recommend that you either buy additional operatives or look at 16+ and ddr4.
