Does it make sense to upgrade a netbook?

Hello. I'm going to buy a laptop, or rather a netbook for the Internet, office and a little for Photoshop. Budget around 25k. The choice fell on DEXP Athena T104 + to buy 8gb of RAM and an SSD drive for it. The question is, is there any point in "finishing" this netbook immediately after purchase and is it enough for Photoshop? I want to get a pretty smart device, for relatively little money.

For this money (17K) you can get a not bad used laptop on an i5 processor, plus add memory and an SSD.
