Yes, since most AAA games come out exclusively with Windows support, then most likely the developers use it. After all, it is easier to assemble a project and test it on the platform on which you write. Or not?
When choosing one or another OS, what exactly do they take into account? Perhaps the OS under which they are developing or the availability of tools in this OS? Convenience and comfort when using? Or is it just a company requirement? In the case of the latter, what OS do they use as their desktop at home?

Well, most often - Windows or Mac.
It very much depends on which engine is used, and whether there is a toolkit for the target OS.
The target platform also imposes its own limitations - the toolkit should be exactly the same. But this moment can already be solved with the help of CI.
