Task Management

What offline systems are available to control the execution of instructions?

Good afternoon. Tell me, what are the good solutions on the market for collaborating on tasks for a small office? The manager sets the task, appoints the executors, the executors see new tasks, they can comment on the progress of execution. With the ability to upload work plans for a period, prioritization, categories, the ability to restrict access to tasks (personal or by user groups). The application must work in the local network, but without using the Internet.
A standalone application or an application in the form of a web service will do.
Found that you can do this in a normal outlook using an exchange server. But I did not find a good manul how to organize it from scratch.
Thanks in advance for your advice.

Solutions grew out of software development management systems, but are quite suitable for regular business:
1. Jira (paid): https://www.atlassian.com/software/jira
2. Redmine (free): www.redmine.org
Don't know , as far as the author of the question needs it, but both there and there it is possible to create production chains (workflow), for example:
1. The salesperson created an application for the supply of a cabinet, the drawings are attached.
2. The application is automatically sent to the production workshop
3. The workshop unsubscribes: "the cabinet is made." The application is returned to the seller: demand payment from the buyer.
4. The seller unsubscribes: "payment made, here are the details." The application goes to the accounting department.
5. The accounting department confirms the payment, the application automatically goes to the delivery department.
6. The delivery department unsubscribes: "the cabinet has been delivered to the buyer."
7. The application goes into the "completed" state, the director's green light turns on: "well done".

I only know leadertask offline, but you still need the Internet to upload all the changes to the cloud, otherwise only you will see them.
