Choosing a project management system + tracing system?

Faced with the problem of choosing a project management system. Looked at MS Project 2010, Basecamp, Redmine, Jira and Trac. I know that not all of these are project management systems, but the situation requires an integrated approach. And so to the point...
There is NIC. This sic has several development teams and I'm like a PM. I need a system that would allow me to calculate labor costs, terms, resources, support several tasks at once, and also allow me to create nested subtasks and look at the picture of what is happening in general. At the same time, this system should have a web-face (or other way of access) for developers, where they can see a list of their active tasks, deadlines, write brief reports on each task (if they can also post something, for example, code, then it's just great!) and other supporting information.
So far, from everything I watch, read and learn, it turns out that there is no such system. There are either project management systems (such as MS Project 2010) or tracing systems (such as Jira). But I still have hope...

Judging by the description, a lifecycle management level system (application lifecycle managnemt) is needed, since only such systems have built-in tracing capabilities between design artifacts, as well as resource accounting and planning.
Of the available Russian analogues, I can recommend devprom.ru

I use jira in its various roles: as crm, development project management, as a bug tracker, as a service desk/help desk. The system is web-oriented, cross-platform, there are mobile applications, access for remote work, auto mail commenting, task boards. All this in a company of over 1,000 staff members. All in the subject :) In general, whatever my heart desires. No problem :)

work in jira for a year, what can I say ... if there are managers or other people with weak logic on the project, it will be a disaster))) if everything is in the subject, then ok ... although, when everything is in the subject, then any system of special questions does not cause)

I advise ruli24.ru/project is very flexible and has a lot of features. Moreover, it has a special project management module in IT, everything can be seen starting from the time spent on each module or version by employees. And ending with the workload of each employee and his involvement in the project.

You need not only a project management information system, but a full-fledged implementation of a corporate project management system, i.e. methodology, the IS itself and the structural unit or responsible person who will monitor the implemented methodology and the IS used. There will be an understanding of why all this is needed, otherwise one system will not work by itself.

Sorry for the late reply - I just saw your post. And my answer to you, most likely, will not add optimism -)
IMHO the situation completely depends on how you wrote: "allow creating nested subtasks".
If the levels in the hierarchy of subtasks are much more than 2 - only a classic, such as SMEs.
If there are 2 levels (there is no less RMB - see PMBOK) - only Jira, Trello and other "buybatons"
