What is the tool for quick and easy creation of manuals/instructions?

Of those programs that I found in the search engine, they either did not allow working with layers / objects (layers in this case are an exception, because it is more convenient to work with objects) or did not have sufficient tools.
For example, the situation is this, it is necessary, in the shortest possible time, to make step-by-step instructions with arrows, comments, block diagrams and pictures.
Possibility to save to your own \ open format, for further editing \ use of developments.
Export to PDF or any other adequate format suitable for easy reading of instructions.
From what I tried and more or less liked, this is CorelDRAW. But it doesn’t fit here very well, the Martians who developed its interface and usability do not allow you to quickly do what you need. What could have been done in 2 hours had to be riveted and edited for about 12 hours. And so the basic set of functions is.
The rest was poor, which allowed only the last action to be edited or it was possible to manage objects, but it was not easy to make a flexible arrow, etc.
Maybe someone has already experienced something similar? Have you already used something?
