The program window is blurry on the external monitor (1280x1024), clearly on the built-in monitor (1920x1080), blurry on the built-in monitor - clearly on the external one. What's the matter?

Actually, the essence of the issue is stated. I changed the matrix in the laptop from 1366x768 to 1920x1080. And now, when an external monitor is connected, most of the program windows are very blurry. Those rare programs that are clearly displayed on an external monitor are blurry on the built-in one.
Intel core i7 3632 QM processor, nVidia G-force GT 740M graphics card. An external monitor is connected via a VGA (D-sub) connector.
PS: I sin on N-Vidia Optimus, but the intel graphics driver was updated after the matrix was replaced, but this did not affect the blur.
UPD: Surprisingly, Internrt Explorer displays correctly on both monitors. I have not yet found other programs with such a skill ...
UPD2: it's annoying that even windows explorer behaves strangely, for example:
- I right-click on the shortcut, select "properties" from the menu - everything is fine on the built-in monitor.
- further, on the "compatibility" tab, in the "options" section, I click on the "change settings for all users" button ... And a new window "properties: <program name>" appears next to it, and already in this window the font is blurred! :(

Boot from any other operating system, and try to manipulate windows there. Preferably the same one you have already installed.

Is there a conflict between the two video subsystems - built-in and external (NVidia)? Who in general in OS is responsible for their priority? What if you try to force disable one of the video adapters?
