What is the responsibility for pirated software on a home PC?

Taking into account the latest news from the "Yarovaya package", as well as a real case in Google "Russia: for pirated Windows at home they can get 2 years in prison" are Russians threatened with mass "letters of happiness"?
A search on the Internet did not give a sane answer to this question, it seems that individuals are not prohibited from pirating on their own home PC (there is no concept of making a profit for counterfeit), but it seems like there is a real criminal case.

IMHO, if any copyright holder starts such a policy, he will cause irreparable damage to himself. Scary? You encrypt the disk and don't testify against yourself :)
