How to solve the problem with launching edit?

Like all road developers, I use the command line of my windows, until yesterday, but everything worked like top, but yesterday something happened and the windows edit component stopped working

how can I fix this trouble ?

Is edit still part of Windows? For some reason I don't have it (Win10 Home x64).
