What is the normal temperature for an Intel Core i7-10700 in idle mode?

I recently purchased a new PC with an Intel Core i7 10700.

  • Cooling - Be quiet! Dark Rock 4
  • Motherboard - Gigabyte Z490 AORUS ELITE AC
  • Video card - Gigabyte GeForce RTX 2060 6GB GDDR6.

In the BIOS, on first boot, the CPU temperature was 44°C. After updating the BIOS, the temperature became 35°C and then rises to 38-40°C after a couple of minutes.

Different programs show similar idle temperatures, but they are all lower than in the BIOS - about 28-35°C. I don’t understand, believe the BIOS or programs (screenshots below)?

I also conducted stability tests in AIDA64:
  • In the first test, I marked all the checkboxes, except for the FPU test. Temperatures hovered around 70-95°C for 30 minutes (screenshot below). In the middle of the test, throttling appeared for a few seconds, but it was 0%.
  • In the second test, I already ticked the FPU. After 3 minutes of the test, 7% throttling appeared, and the temperature reached 90-95°C. After that, immediately stopped the test.

At the same time, the video card in idle always has 40-45°C, which is a bit too much, as it seems to me. However, when running games such as GTA 5 on full ultra settings in Full HD, the temperature of the processor was 60-65 ° C and the video card was about the same.

During tests, the processor clock frequency did not rise above 4.59 GHz, and the specification says that it should be 4.8 GHz. Isn't that normal too?

Ventilation in the case is good. There are two additional coolers on the processor. Yes, I took the covers off to check.

Considering all of the above, I want to understand if my temperatures are normal or is it still worth looking for what is the problem? It seems to me that this is not normal when the idle temperature of the processor with such a cooler is 38-40°C, and during the test with the FPU in the third minute it is 95°C and throttling appears.

At idle, the temperature is normal.
Throtling under load - not normal, definitely.
Check the installation of the cooler, thermal paste, reset the BIOS.

Very bad result.
Check:
1) Pressing the cooler to the processor - it should be tight (but without fanaticism)
2) Uniform distribution of thermal paste
3) Quality of thermal paste (it is better to take arctic mx2, mx4, thermal grizzly, Chinese gd-900 and the like - not worth it)
Points 1- 3 can be checked like this: the air and the radiator should be well warm, hot. If this is not the case, if the air is barely warm, then the problem is definitely with one of the 3 points.
4) Installation of a fan on the cooler - if it is one, then it should blow air into the radiator, and not suck air out of the radiator, if there are two of them - they should blow in one direction

5) The cooler should blow air onto the fan of the rear wall of the case, like this and not vice versa:

6) Check if the fan spins up normally, or maybe there is some super-quiet profile in the BIOS.

This is completely normal, because. in idle, the speed is reduced to a minimum, or even some video cards stop the cooler in idle, and only passive cooling remains
