What is the legal force of the user agreement in Russia?

The Stackoverflow administration claims that, in accordance with the user agreement, any publication immediately ceases to be the property of the author and becomes public domain, and therefore its author cannot demand anything. Well, there is no judicial practice on this matter yet, apparently.

I would still like to know if there is legal force if this is written in the user agreement, which the user must accept upon registration and without acceptance the user will not be able to comment on the blog?

Why not? Ordinary public offer.

According to Russian law, the author of a work (program code) has copyright and exclusive rights to the work. A programmer cannot be deprived of copyright, these rights confirm his authorship. But from the exclusive rights to the work (the right to distribute, sell, etc.), the programmer can lose by agreement with someone.
